Outcomes
The Need
As a body with regional influence the NWDA needs to articulate a clear and concise approach to sustainable procurement. This approach will then influence the approach taken by local authorities in the northwest. The NWDA identified a need to refine its approach to sustainable procurement.
FSquared has worked collaboratively with Forum for the Future and Action Sustainability to develop the new Sustainable Procurement Policy and Strategy. To do this, the three agencies have:
The benefits of the policy and strategy will be:
A balanced scorecard approach – this ensures that not only will procurements consider best value and a whole life perspective, but that they will be safe inclusive and sustainable.
A detailed implementation plan has been established – guided by the UK Government Sustainable Procurement Action Plan. A tool kit of advice and applications will support practitioners.

The Response
FSquared has worked collaboratively with Forum for the Future and Action Sustainability to develop the new Sustainable Procurement Policy and Strategy. To do this, the three agencies have:
- Drafted a new policy, strategy, implementation plan and internal training/ external briefings
- Continued to refine a new policy and strategy through various rounds of consultation and circulation. Circulation and consultation has been carried out by all three agencies at different points in the process.
- Facilitated workshops with a variety of stakeholders to obtain input and buy-in from a range of stakeholders.
Stakeholder consultation is ongoing and the new Policy and Strategy is expected to be launched in 2009 after consideration by the board.
