The Need

Like local authorities across the United Kingdom, Sandwell MBC is tasked with the facilitation of sustainable communities. The development of sustainable communities relies on local people, groups and key stakeholders being empowered by the masterplanning process and influencing outcomes. Sandwell MBC required an Independent Community Advisor to provide independent support and advice and to act as an advocate for the community with regard to the masterplanning of the Charlemont Farm Estate, the Durham Estate and the Tibbington Estate.

The Response

From January 2009 until October 2009, FSquared will ensure that the masterplanning process engages with residents and stakeholders in intelligent and effective ways. We are identifying and understanding the needs of individuals and groups, including any training gaps and delivering appropriate training to build their capacity to be effective partners in the process. The views of residents and stakeholders will then help to shape redevelopment and improvement of the three housing estates.

The project is split into two components. Firstly we are at the helm of upskilling local people so that they understand the masterplanning process, what to expect and what they can demand from masterplanners. The second stage involves us acting in an advocacy role by liaising between masterplanners, community representatives and other stakeholders.

The first stage of the project involved us designing and delivering four training modules in order to capacity build the local community. The training modules that we are developing will become accredited by the Open College Network.

The Benefits

There will be multiple benefits of our work in Sandwell. Most importantly, local community members will be empowered to get involved with this masterplanning process and with the future development and regeneration of their area.

We're delighted by the feedback we've had from residents on the impact that our role as Independent Community Advisor in Sandwell has had.

Some of our favourite comments include:

"It has meant a great deal to feel part of the community and to plan its future. I really enjoyed the options event and meeting people, asking tenants and residents their opinions and explaining plans. It was surprising that once they knew you were a resident how much they opened up! I have also learnt not to "run before we can walk" the process is a step by step one and blocks of flats can't be done tomorrow or next week, it all takes time and I have to be patient, within reason!"

"FSquared have worked tirelessly in getting the consultation sorted and any issues promptly solved I can now say its a pleasure to be part of this fantastic project. Thank you"

"Jane and Jason have been the glue that has held us altogether, just being there as pair of ears and someone to offer an outside opinion has been very useful. Its going to be quite sad to see them go at the end of the project. I hope Sandwell Council continues to use them for future projects. To put it simply "FSquared - every project should have one!"
