Outcomes
The Need
One of the schools in the STaG BSF programme is keen to develop a range of sporting facilities which cannot be accommodated within the BSF cost envelope. These include an artificial pitch and the refurbishment of the existing swimming pool. In addition, the school wants to add a dance studio to its NOF-funded sports block. A cocktail of funding will be required to deliver all of the additional facilities that the school desires.
Our Response
FSquared is working with the LEP and the school to look at funding options for the site. We have developed a Funding Strategy which involved researching and reviewing available grant sources for the various facilities, taking account of timescales, level of award needed, and who should apply to increase the chance of securing funding for each facility.
The school currently generates surpluses from the existing community use of the sports block. They are interested in transferring this activity into a School Company which would allow it to raise loans and access grant funding to build the dance studio. FSquared has helped the school to understand the options, issues and challenges and potential next steps in their School Company plans. They are now meeting the Council to explore the legal and financial position of the School Company. A range of potential funders for the dance studio has been identified in the Funding Strategy.
The LEP has now met with the Rugby Football Union which received its capital funding allocation in December 2008. One of the RFU’s priorities is an artificial rugby pitch in the area served by the school. The RFU is keen to support the development of an artificial rugby pitch on the school site by providing funding.
The planned sports provision is attracting interest from other sporting groups including a local athletics club who want to be involved in the development. The LEP is now able to point these groups towards funding sources to bring additional resources into the development.
The LEP and the Council are waiting for the next round of The Free Swimming Capital Modernisation Programme to be released later in 2009 and this could provide funding for the swimming pool refurbishment.
The Benefits
The Funding Strategy has enabled a targeted approach to meet the grant funding requirements of sports provision on the site, with funds identified for each facility.

Significant external funding has been provisionally secured for the artificial rugby pitch. Other partners have been brought in and have been steered towards funding.
The LEP and the school are optimistic that all of the aspirations for sports provision on the site will be met. This will create a fantastic resource for the young people at the school and the local community.
