Northern Ireland Schools Framework

Client: Graham
Project: A 4 year framework contract to rebuild and renew schools across Northern Ireland for the newly formed Education Services Authority. FSquared developed tender responses to sustainability issues including:
• an exemplar approach to environmental management
• a school-focused and curriculum-linked community engagement programme
• a methodology for developing supplier diversity on a project-by-project basis
Location: Northern Ireland
Value: >£500m
Status: The bid was successful; Graham came first out of 12 tendering organisations. FSquared will continue to work with the client over the life of the framework as school projects are individually tendered.
Outcomes
Our proposals were designed to:
• minimise negative environmental impacts from the construction process and building operation through, for example, educating caretakers and building managers to understand the importance of using new green technology properly
• involve the whole school community during the planning, design and operational phases of development, by creating opportunities to use the construction site as a learning resource for pupils and teachers
• upskill the site workforce through OSAT (On Site Assessment Training)
• providing work-based learning opportunities, such as apprenticeships and work experience for new entrants to the construction industry
• create the chance for local people and enterprises to benefit from the major capital investment by matching supply of opportunities with target beneficiaries in collaboration with local agencies
• creating opportunities for small suppliers and social enterprises to join the supply chain.

All of these outcomes directly respond to key priorities for the local and national government departments, including the Central Procurement Directorate, Northern Ireland.
